UCAOA Leadership Visit to Washington D.C.


In December 2013, A team of UCAOA members comprising UCAOA President Nathan Newman, MD; Committee Chair and UCAOA Vice President Laurel Stoimenoff, PT; UCAOA Secretary Steve Sellars, MBA; UCAOA Treasurer Rob Kimball, MD; local committee member Bob Graw, MD; Camille Bonta of Summit Health Care Consulting; and UCAOA CEO Joanne Ray, visited Washington D.C. to meet with representatives of the Centers for Medicare and Medicaid Services (CMS), the Department of Transportation (DOT), the Agency for Healthcare Quality and Research (AHQR), and the National Conference of State Legislatures (NCSL).


Notable highlights from these meetings include:

  • CMS: Educating consumers to support emergency room diversion programs, defined challenges faced by urgent care center physicians to meet requirements for CMS’ quality programs, including the lack of measures appropriate for physicians practicing in the urgent care center setting,  and working with CMS to incorporate urgent care centers in patient/beneficiary education materials.

  • NCSL: The potential barriers that would prevent individuals who enroll in the exchanges from using urgent care centers as a “regular” source of appropriate care,  policy changes that are needed to improve primary care/specialty care/physician access in the urgent care center setting, how states can make Medicaid attractive to more urgent care centers, and opportunities to educate state legislators about urgent care centers.

  • Federal Motor Carrier Safety Administration, DOT: Role of urgent care centers in providing DOT medical examinations, clarification on obstructive sleep apnea rules/guidance and improvements to the long form, the role UCAOA can play in offering DOT Medical Examiner Certification testing and training at its meetings.
