|FMCSA final rule to reduce potential for falsified MECs to states|
On April 23, 2015, the Federal Motor Carrier Safety Administration (FMCSA) published the Medical Examiner’s Certification Integration final rule as part of the agency’s commitment to enhancing the medical oversight of interstate drivers, and preventing commercial vehicle-related crashes, injuries and fatalities.
The purpose of the final rule is to facilitate the electronic transmission of Medical Examiner’s Certificate information from FMCSA’s National Registry to the State Driver’s Licensing Agencies , thereby reducing, to the greatest extent possible, the potential for the submission of falsified MECs to the States, which are required to post MEC information to Commercial Learner’s Permit applicants and Commercial Driver’s License holders records accessible via the Commercial Driver’s License Information System. By ensuring that drivers are medically qualified, FMCSA will decrease the risk of commercial motor vehicle (CMV) crashes, attributable in whole or in part, to drivers with medical conditions that adversely affect their ability to operate a CMV safely on the Nation’s highways.
FMCSA has posted PDF samples of the newly revised driver examination forms that Medical Examiners will be required to use beginning December 22, 2015 on the National Registry website. In addition, FMCSA will be posting downloadable and fillable pdf versions of the driver examination forms to the National Registry and FMCSA websites on November 9, 2015. However, the Agency has made it clear that the forms are only to be used for electronic formatting purposes and not for examination purposes until December 22, 2015.
FMCSA has also announced question and answer sessions that are being held on November 10, 2015 and November 19, 2015 to address any questions that may arise from Medical Examiner’s review of the newly revised driver examination forms.
